BREVARD COUNTY • MERRITT ISLAND, FLORIDA — A new 296-unit luxury apartment complex is coming to Merritt Island, marking another significant step in the ongoing development boom in the State Road 520 corridor of Merritt Island.

The location sits across the street from the 82-acre Merritt Square mall, and just minutes from the River Fly-In condominiums, the almost completed Merritt Island Amphitheater, and the future new Health First Cape Canaveral Hospital campus, which will replace the existing Cape Canaveral Hospital—placing the new apartments squarely within one of Brevard County’s fastest-growing corridors.

The Merritt Island Redevelopment Agency recently sponsored a study to redesign the mall as a mixed-use venue that would include not only shopping, dining, and entertainment components in an outdoor setting, but also residential units.

South Carolina-based Woodfield Developments has secured more than $51 million in construction financing for the luxury apartment complex project, which will rise on Fortenberry Road near State Road 520.

Construction is already underway, and officials said completion is expected in early 2027.

Plans for the 15.1-acre site at 555 Fortenberry Road call for a series of four-story residential buildings offering modern amenities, including a resort-style swimming pool, a 24-hour fitness center, and outdoor summer kitchens with grills.

Woodfield Developments, known for its upscale multifamily communities across the Southeast, is also developing a 318-unit apartment project in Palm Bay. The company’s portfolio emphasizes luxury design and lifestyle amenities tailored for Florida’s growing professional and retiree populations.

The Merritt Island project joins several major real estate investments reshaping the region.

In September, Strada Development LLC, based in Sanford, purchased more than 130 acres near Courtenay Parkway and Crisafulli Road for $3 million. The company has applied to rezone the property to suburban residential, signaling additional large-scale housing growth on the island.

With a new hospital, entertainment venue, housing, and retail projects rising across Merritt Island, the area is one of the Space Coast’s most active real estate markets heading into the latter half of the decade.

It’s the parade of forms and sign-offs—zoning, inspections, insurance—and that last mile detail people forget about: the sign on your building that looks great and still passes code.

Ask around and you’ll hear the same story. Different counters, different hours, and at least one department that wants a form you’ve never heard of. This guide walks through the real sequence—from making sure your use fits the zone to getting that first sign approved—so you can open on time without the scramble.

Step One: Secure Your Permits and Local Approvals

It’s tempting to start with décor and gear. Don’t. Start with zoning. BREVARD COUNTY, FLORIDA — For more than 70 years, the Brevard Hotel stood proudly on the shores of the Indian River Lagoon, a glittering retreat where locals mingled with winter visitors and dignitaries, including Vice President Hubert Humphrey.

Known fondly as “The Grand Old Lady,” the hotel’s legacy remains deeply ingrained in the history of Cocoa, even decades after its demolition.

Built in 1922, the Brevard Hotel rose on a four-acre estate overlooking the lagoon, offering 53 rooms spread across an 18,000-square-foot property. Guests came for rest, relaxation, and the waterfront views that made the Space Coast a quiet jewel long before the rocket age.

By the 1930s, however, the once-promising resort had fallen into disrepair—until a determined family from Chicago brought it back to life. Hartley C. Laycock Sr., a former banker who had weathered the Great Depression, purchased and restored the abandoned hotel.

With community support and funds raised back in Chicago, the renovated Brevard Hotel reopened in December 1934, quickly regaining its reputation as a winter haven.

“This story reminds me a bit of It’s a Wonderful Life,” said Bob Laycock, Hartley’s grandson, in recounting his family’s history with the property.

“George Bailey does all he can to protect his depositors — and then karma kicks in. For my grandfather, rebuilding the Brevard Hotel was that second chance.”

For decades, the hotel flourished. Travel brochures from the 1950s invited “snowbirds” to Cocoa for a season of sunshine, comfort, and Southern charm. Guests paid less than $10 a night, enjoyed continental breakfasts in the lobby, and even received the seventh night free after paying for six.

Catherine Goretsky, who shared photographs of the hotel taken by her husband in 1957, fondly recalled the experience. “The room rates were incredibly low,” she said. “It was simple but beautiful. Those were wonderful days.”

The hotel’s corridors echoed with laughter, music, and even a Betty Crocker radio broadcast that once aired from the property. Families gathered in its lobby, romances bloomed—including the marriage of Laycock’s parents—and generations carried home stories of the elegant retreat on the lagoon.

But the golden era faded. By the early 1960s, the Laycock family sold the property. In the 1990s, financial troubles beset then-owner Tony Ninos, who struggled with back taxes and the cost of maintenance. In 1996, the Brevard Hotel was sold and ultimately torn down, replaced by Oleander Pointe Condominiums.

Although gone, fragments of the building remain. Salvaged pieces were incorporated into other Cocoa structures, ensuring the “Grand Old Lady” still whispers through the town she once helped define.

Today, locals remember the Brevard Hotel not just as a resort but as a gathering place where community, history, and memory converged. From Chicago bankers to vice presidents, from family milestones to childhood adventures, its story reflects both the endurance and fragility of Florida’s architectural treasures.

As the sun sets over the Indian River, those who remember the Brevard Hotel say its spirit lingers still—a testament to an era when elegance met small-town warmth on the Space Coast.

BREVARD COUNTY, FLORIDA — Each morning and evening on Florida’s Space Coast, thousands of commuters travel the stretch of State Road 520 between Cocoa and Merritt Island.

Their route takes them over the sweeping Hubert H. Humphrey Bridge, a high-arching structure that not only connects two communities but also offers travelers stunning panoramic views of the Indian River Lagoon.

For most, the bridge is simply part of a daily routine—an elevated stretch of concrete leading to work, school, or the beaches.

But the story behind the Hubert H. Humphrey Bridge is woven into Brevard County’s history, tracing a century of growth, innovation, and the region’s ties to the U.S. space program.

From Modest Beginnings to a Growing Need

The first bridge across the Indian River at this location was built on May 1, 1917. A modest concrete span, it provided an essential connection between Cocoa and Merritt Island at a time when automobiles were only beginning to dominate transportation.

Though functional, the structure was small by today’s standards. Eventually, remnants of this original bridge were converted into fishing piers—still in use today by anglers seeking redfish, trout, and snook in the Indian River.

As Brevard County grew, so too did its need for stronger infrastructure. In the early 20th century, the bridges linking Merritt Island to surrounding communities were patchwork efforts, cobbled together to keep up with rising demand.

One such span, known as the Humpback Bridge, carried traffic from Merritt Avenue to Banana River Drive (now Audubon Road). Before the Sykes Creek Bridge and Merritt Square Mall existed, drivers would cross the Humpback Bridge, then travel several miles south along Banana River Drive to an area known as Angel City.

From Angel City, a wooden toll bridge opened in 1923 to connect Merritt Island with Cocoa Beach across the Banana River. The bridge, a drawbridge structure, marked the first direct link between the mainland and the barrier island.

To cross, motorists paid a round-trip toll of 20 cents for the car and driver, plus an additional 4 cents for each passenger. That bridge served travelers until 1941, when the completion of State Road 520 rendered it obsolete. Today, little remains of the wooden toll bridge except a plaque and a few concrete pilings that mark the spot.

The Space Race Spurs New Roads

By the 1960s, Brevard County was rapidly transforming. With the rise of NASA’s Kennedy Space Center and the influx of workers supporting America’s space ambitions, traffic along SR 520 swelled. The once-sufficient two-lane roads were now choked with commuters headed to and from Merritt Island, Cocoa Beach, and Cape Canaveral.

It was Vice President Hubert H. Humphrey who helped usher in the solution. Recognizing the strategic importance of the Space Coast, Humphrey worked with NASA and the U.S. Air Force to secure funding for a major road-widening project. On August 16, 1962, SR 520 was officially expanded, easing congestion and setting the stage for a new signature bridge.

Less than six years later, on March 1, 1968, Humphrey returned to dedicate the structure that now bears his name. The Hubert H. Humphrey Bridge, with its soaring arches and expansive views, symbolized both the modernization of Brevard County and the optimism of the space age.

A Living Legacy

Today, the bridge stands not just as a piece of transportation infrastructure but also as a reminder of how roads and bridges shape communities. What began as a modest 1917 crossing has evolved into a vital artery for commerce, tourism, and daily life on the Space Coast.

Drivers may not think twice as they crest the bridge and catch sight of the lagoon glistening in the sunlight, but beneath its concrete spans lies more than a century of history—one that connects fishing towns, space exploration, and the vision of a vice president who believed in building for the future.
