The Florida Economic Development Council (FEDC), comprised of over 500 professionals dedicated to driving statewide economic gains and elevating Florida’s competitiveness, has named Space Coast EDC Vice President of Business Development Edgar Campa-Palafox to its Board of Directors.

BREVARD COUNTY, FLORIDA – The Florida Economic Development Council (FEDC), comprised of over 500 professionals dedicated to driving statewide economic gains and elevating Florida’s competitiveness, has named Space Coast EDC Vice President of Business Development Edgar Campa-Palafox to its Board of Directors.

This distinguished appointment underscores the EDC of Florida’s Space Coast’s commitment to help advance the mission by strengthening professional capacity, empowering the business community, and expanding talent pipelines that drive statewide prosperity.

Campa-Palafox joined the EDC in August 2020 as the director of business development and is responsible for the development and implementation of a county-wide EDC Business Development program, seeking to both recruit and help existing ones to grow.

He works as a key liaison with partners and clients to market and expand economic development opportunities for the Space Coast.

Campa-Palafox’s professional experience has been centered in the economic development field, with more than 14 years of experience working with public-private, county, and municipal economic development organizations in Florida, Texas and Arizona.

During his career, he has had the opportunity to engage in almost every aspect of the profession, including economic research; incentives policy; business attraction, retention and expansion; and supplier, industrial, and entrepreneurial development.

Prior to joining the EDC team, Campa-Palafox served in different capacities in the industry, including working as Economic Development Coordinator with Alachua County, Florida; Senior Economic Development Specialist with City of El Paso, Texas; and Business Development Specialist with Tucson Regional Economic Opportunities in Tucson, Arizona.

He earned a Bachelor of Science degree in Business Administration, double major in Business Economics and Entrepreneurship from the University of Arizona. He also attended the University Pompeu Fabra in Barcelona, Spain, where he completed courses in business and economics.

Campa-Palafox holds a Certified Economic Developer (CEcD) designation from the International Economic Development Council (IEDC); a Master Economic Development Practitioner (MEDP) designation from the Advanced Economic Development Leadership (AEDL) program offered by a consortium of public universities (Clemson University, Texas Christian University, the University of Southern Mississippi, and the University of New Mexico); and a Business Incubation Management (BIM) certificate from the International Business Innovation Association (InBIA).

FLORIDA’S SPACE COAST – The Economic Development Commission of Florida’s Space Coast (EDC) has welcomed new investments and expansion in Mims, Florida, to support the commercial space sector as Linde, a leading innovator and international supplier of gases and advanced material technologies, further builds out the global supply chain on the Space Coast.

The EDC and Linde worked throughout the site selection process to identify opportunities near the space industry to well-position this critical supplier of gases, technologies, and applications.

Linde is a leading global industrial gases and engineering company with 2024 sales of $33 billion.

Linde recently announced ambitious new investments to fuel the next frontier of space exploration. With two new long-term agreements to supply bulk industrial gases for rocket launches, Linde is strengthening its leadership in the rapidly expanding U.S. space industry.

As part of these agreements, Linde will significantly expand its industrial gases facility in Mims. This site will provide critical liquid oxygen and nitrogen to support rocket launches at nearby space facilities.

The additional capacity is expected to start up in the first quarter of 2027, marking the latest phase in Linde’s growth at Mims, following expansions in 2020 and 2024 driven by robust demand for industrial gases in the region.

In 2024 alone, Linde powered over 100 successful rocket launches, ensuring the reliability of critical systems and components every step of the way.

Further amplifying its leading role in the U.S. space sector, Linde will build, own, and operate a new air separation unit (ASU) in Brownsville, Texas, under a separate agreement. Expected to start up in the first quarter of 2026, this new facility will deliver liquid oxygen, nitrogen, and argon, addressing the needs of its customers’ space operations in the region.

Beyond supporting space exploration, the Brownsville ASU will enhance Linde’s extensive network of industrial gas infrastructure and expand merchant capacity across Texas.

The bill, introduced in May, ensures that Florida and the U.S. remain leaders in space exploration and innovation.

“The EDC applauds Senator Ashley Moody’s leadership on this important bipartisan issue to strengthen America’s Spaceports,” said President and CEO Lynda Weatherman of the EDC of Florida’s Space Coast.

“This forward-looking legislation will unlock critical funding for space as a recognized mode of transportation, spurring investment in infrastructure to bolster and strengthen America’s leadership.”

“The EDC applauds Senator Ashley Moody’s leadership on this important bipartisan issue to strengthen America’s Spaceports,” said President and CEO Lynda Weatherman of the EDC of Florida’s Space Coast. “This forward-looking legislation will unlock critical funding for space as a recognized mode of transportation, spurring investment in infrastructure to bolster and strengthen America’s leadership.”

The space industry has grown exponentially in the last decade, and it has become increasingly clear that spaceports are critical to the strength and security of this nation.

The Secure U.S. Leadership in Space Act simply levels the playing field by treating spaceports just like airports and seaports, making spaceport facility bonds tax-exempt.

Senator Ashley Moody said it is of vital importance both to our national security interests and economic success that the United States remains the leader in the space industry.

“In this modern-day space race, it is imperative that the U.S. remain ahead of the People’s Republic of China, and this law is a critical step to ensure our space program has the resources and support it needs. I’ve seen firsthand how public and private entities are coming together on Florida’s Space Coast to make bold advances in innovation. We know the formula that works, and this law supercharges it,” said Moody.

Earlier this Congress, Senator Moody introduced the Consolidating Aerospace Programs Efficiently (CAPE) at Canaveral Act, known as the CAPE Canaveral Act, directing the relocation of the National Aeronautics and Space Administration (NASA) headquarters to Florida’s Space Coast.

EDC of Florida’s Space Coast awarded $750,000 in DoD funding and $82,500 in state funding to further study improvements to aging wastewater infrastructure

BREVARD COUNTY, FLORIDA – Seeking long-term solutions, the Economic Development Commission of Florida’s Space Coast (EDC) was awarded $750,000 in Department of Defense funds from the Office of Local Defense Community Cooperation.

Additional matching funds of $82,500 were awarded from Florida’s Department of Commerce to fortify efforts to address the aging wastewater infrastructure in Brevard County at Cape Canaveral Space Force Station.

“The EDC identified a need and continues to promote efforts in Washington, DC, and at the State level to modernize military infrastructure in our county,” said President & CEO Lynda Weatherman of the EDC of Florida’s Space Coast.

“The awarded military-supportive grants prove to be mission-critical in aligning priorities for current and expanding mission capacity.”

“The EDC identified a need and continues to promote efforts in Washington, DC, and at the State level to modernize military infrastructure in our county,” said President & CEO Lynda Weatherman of the EDC of Florida’s Space Coast. “The awarded military-supportive grants prove to be mission-critical in aligning priorities for current and expanding mission capacity.”

The EDC has entered into an agreement with Brevard County as the sub-award recipient of the grant.

In this role, the County’s Utility Services Department will lead and manage the Feasibility Study, overseeing its coordination, implementation, and timely completion.

“The study is a great collaborative way to align resources and meet the needs and demands of our military within Brevard County,” said Rob Feltner, Chairman of the Brevard County Commission and District 4 Commissioner.

“Findings of the study will guide design plans for modernizing the existing infrastructure.”

Located in Brevard County, the Cape Canaveral Space Force Station wastewater treatment facility (WWTF) provides wastewater treatment for the U.S. Government and Space Launch Programs at CCSFS and NASA’s Kennedy Space Center.

The funding paves the way for improving military hardening efforts. The Phase 2 Feasibility Study of Cape Canaveral SFS Regional WWTF will confirm flow projections from Cape Canaveral Space Force Station and identify and confirm conveyance, confirm effluent water quality goals and disposal and reuse options, determine advanced wastewater treatment options, and develop project phasing plan.

In addition, key goals aim to increase the resiliency and reduce vulnerability of the WWTFs in the service area and protect the Indian River Lagoon.

This fortification of Cape Canaveral SFS affords a historic and transformational opportunity to increase infrastructure resilience and provide long-term benefits to the Lagoon.

The Phase 2 Feasibility Study follows up on the 2023 EDC grant-funded study on Conceptual Alternatives Evaluation for Cape Canaveral Space Force Station Wastewater Treatment Options.

The overarching vision for the EDC planning initiative was developed from discussions among community leaders about sustaining the growth and prosperity of coastal communities along the Space Coast.

A central tenet of the discussion identified opportunities to deliver infrastructure improvements that would meet multiple stakeholders’ needs as the region positions itself for future economic gains and strengthens coastal resilience.

Brevard County boasts Space Launch Delta 45, which oversees Patrick Space Force Base and Cape Canaveral Space Force Station. Together, these military installations are reported to generate a local economic impact of $2.4 billion.

The Patrick Space Force Base is the primary launch site for the Space Force’s Eastern Range with four launch pads currently active (Space Launch Complexes 36, 40, 41 and 46). The facility is south-southeast of NASA’s Kennedy Space Center on adjacent Merritt Island, with the two linked by bridges and causeways. The Cape Canaveral Space Force Station Skid Strip provides a 10,000-foot runway close to the launch complexes for military airlift aircraft delivering heavy and outsized payloads to the Cape.

EDC of Florida’s Space Coast economic impact analysis demonstrates the value add of the future Bowen Aquarium and Conservation Center

BREVARD COUNTY, FLORIDA – The Economic Development Commission of Florida’s Space Coast (EDC) released an economic impact analysis, providing data-backed support for a future community asset. The EDC partnered with the East Coast Zoological Foundation.

This nonprofit organization opened and operates the Brevard Zoo to support its second campus, the future Bowen Aquarium and Conservation Center.

The EDC’s data-backed analysis illustrates the unique synergy between economic development and tourism, two pillars that make Florida’s Space Coast an exceptional place to live, work, and visit.

“Beyond job creation and economic impact outlined in the study, the future Bowen Aquarium will elevate our region’s visibility and enrich our quality of life,” said Lynda Weatherman, President & CEO of the EDC of Florida’s Space Coast.

“This project highlights Florida’s Space Coast’s unique assets that attract both tourism and residents, thereby strengthening our ability to retain and attract the talent our business community needs.”

Among the key findings, the future Bowen Aquarium and Conservation Center is projected to have an annual total economic impact of more than $128 million in local area sales, generating over $43 million in local labor income and supporting more than 1,000 jobs.

“From the outset, we’ve been equipped with data-driven insights to help secure funding and generate broad-based support for a project that reflects the community’s values and vision for the future,” said Keith Winsten, Chief Executive Officer, East Coast Zoological Foundation.

“We have a track record over a quarter-century long showing the ecological, economic, and social successes of the Zoo. With this report, we’re able to detail numbers on the success of the future Bowen Aquarium.”

Founded in 1986, the foundation is governed by a volunteer board of directors and receives no recurring operating funds from any city, county, or state government. BREVARD COUNTY, FLORIDA—The Economic Development Commission of Florida’s Space Coast has a key objective of building an ecosystem supportive of innovation and entrepreneurship and connecting academic resources.

In the first quarter of 2025, the EDC enabled opportunities for academic connectivity between leading Florida Universities and Space Park Leicester.

The UK’s University of Leicester has a long tradition of working with industry and other partners – the mission was to explore potential opportunities for strategic partnerships. The exploratory visit included roundtable discussions held with Florida Space Institute at UCF, Space Sector Business Development at Space Florida; a meeting of Academic Affairs, Research and Government Affairs leadership at Florida Tech, and the Space Edge Accelerator at the UF Astraeus Space Institute.

Originating through a meeting contact with President & CEO Lynda Weatherman, Professor Richard Ambrosi, the Executive Director of Space Park Leicester, University of Leicester, and his colleague, Dr. Hannah Sargeant, joined Piers Slater, the CEO of Perpetual Atomics, for an inbound trip to Florida’s Space Coast.

These types of trans-Atlantic partnerships are an important bridge to collaborative research initiatives. Universities play a key role in addressing gaps in research and the competitiveness of the growing space economy in Florida. The goals of the meeting included:

■ Addressing how collaborative research initiatives between the UK and the US and gaps in research facilities can augment the competitiveness of the growing space economy in Florida. Universities will play a key role in this objective. How the Space Park model and approach can be transposed and replicated.
■ The space economy (civil and defense) requires advances in space power generation capability and consequently the associated infrastructure to enable growth in this sector of the space economy. This is outlined in the Atlantic Declaration signed between the UK and the US in 2023. The University of Leicester has spun out Perpetual Atomics to deliver this vision for the UK and Europe and is working on strategic partnerships with the US.
■ The expectation is to grow strategic partnerships and also explore how we enable and bring private capital to complement local investment opportunities to support the growth of the space economy in Florida.

In planning the recent visit, Professor Ambrosi referenced the Atlantic Declaration, which “acknowledges the vital importance of the transfer of technology on voluntary and mutually agreed terms as critically important means to bolster development, create jobs and income…” To that end, this inbound mission opened doors to opportunities for strategic partnerships for Perpetual Atomics.

Officially announced in October 2024, in the UK as a “Leicester Spinout Company” from Space Park Leicester, Perpetual Atomics would more commonly be called a start-up from a tech incubator.

“With an uptick of inbound interest, our flourishing space economy in Florida continues to attract global attention and is conducive to forming strategic partnerships,” said an EDC spokesperson.

The delegation, coordinated by Basque Trade & Investment, represented 11 dynamic aerospace companies and research institutions, including Satlantis, Sener, and Idom.  Their mission was to identify strategic growth opportunities and tap into global networks that accelerate technological advancement.

Their destination was the Space Coast, where cutting-edge research, academic excellence, and industry collaboration converge.

Hosted at the EDC’s offices in Rockledge, the visit brought together a powerful lineup of presenters, including NASA, Lockheed Martin, Rogue Valley Microdevices, and Vaya Space. Topics ranged from business acceleration and spaceport development to advanced manufacturing and hybrid launch solutions—highlighting the real-world partnerships and innovation that define our region.

BREVARD COUNTY • PORT CANAVERAL, FLORIDA – Naval presence in Florida’s Space Coast is profound, and the Economic Development Commission of Florida’s Space Coast was recently honored to be in attendance at the Naval Ordnance Test Unit (NOTU) Change of Command, this 75th anniversary year for NOTU.

The NOTU operates the Navy Port at Port Canaveral, supporting submarines and surface ships of the U.S. Atlantic Fleet and foreign navies and assets of the Military Sealift Command.

NOTU serves the country by supporting and testing sea-based weapons systems in a safe environment.

Many industry and community leaders support the program. NOTU, which works in close coordination with SLD45, Lockheed, Draper, and L3, has a strong reputation for delivering results.

“We’re proud to stand shoulder to shoulder with sailors, civilians, and contractors who have enabled success in launch for 75 years and counting,” said a spokesperson for the EDC of the Space Coast.

The Naval Ordnance Test Unit was created in 1950. NOTU directs almost all of its effort toward supporting Fleet Ballistic Missile development, which resulted in NOTU being assigned to the Director, Special Projects (now Strategic Systems Programs), with a mission to support the development of the Polaris Missile.

The command directly supports the mission capability and readiness of the United States Navy’s Trident Submarines as well as the Fleet Ballistic Missile program of the United Kingdom.

BREVARD COUNTY, FLORIDA – The Economic Development Commission of Florida’s Space Coast (EDC) held its annual meeting in the sold-out Premiere Theater.

Every seat in the house was filled to hear the latest indicators, including the outstanding performance for second highest wage growth in the country for large metros and Florida’s Space Coast stand-out performance as the only major metro in Florida topping the charts at #9 in the 2025 Best-Performing Cities according to Milken Institute rankings.

“The enhanced program of work together with the existing program of work is designed to develop a robust ecosystem, accelerate industry growth, attract investment, and have positioned the Space Coast as a global hub for space, defense, aerospace, and manufacturing commerce,” said President & CEO Lynda Weatherman.

She noted remarkable progress in the last 15 years as “generational economic gains.”

Chair Travis Proctor recognized that “these accolades are not mere statistics; they are a reflection of strategic planning, collaboration, and relentless effort.”

The annual meeting honored two distinguished award recipients, Rusty Melle for Volunteer of the Year and Anne Conroy-Baiter for the Thomas E. Gamble Excellence in Education for Economic Development Impact Award.

The EDC’s Volunteer of the Year Award is presented annually to an individual who has gone above and beyond the call of duty for the betterment of Florida’s Space Coast.

“It was a privilege to serve on the Mission Space Coast Reporting Board, contributing to the new branding of Florida’s Space Coast,” said Melle.

“I am grateful for the opportunity I had to collaborate with the Space Coast Association of Realtors in raising awareness about the importance of the AVT Referendum. Being part of a community filled with dedicated volunteers who help the Space Coast thrive is truly an honor.”

“Receiving this award as I step into my new role as CEO of the Melbourne Regional Chamber makes it even more meaningful. It reaffirms that this important work continues.”

BREVARD COUNTY, FLORIDA – The Economic Development Commission of Florida’s Space Coast (EDC) recently announced Lockheed Martin’s $140-million advanced manufacturing facility planned for Titusville to accommodate the development of the next generation of the U.S. Navy Trident II Strategic Weapons System D5 missile.

Lockheed Martin is breaking ground on a 225,000-square-foot facility in Titusville to produce components for the missile and is projected to bring up to 300 new jobs to the Space Coast with an annual average wage of $89,000.

The facility is anticipated to be ready for operations in 2027 to meet the Navy’s production needs and support the service for the next 60 years.

“Lockheed Martin’s continued expansion in Titusville is yet another important win resulting from the EDC’s successful efforts to reverse the Base Realignment and Closure Commission’s recommendation to relocate the Naval Ordnance Test Unit,” said Lynda Weatherman, President and CEO of the Economic Development Commission of Florida’s Space Coast.

The U.S. Navy awarded Lockheed Martin the $383 million cost-plus-incentive-fee and cost-plus-fixed-fee modification to the existing Lockheed Martin contract for the development of the next generation of the Trident II and the U.S. Navy anticipates up to 100 naval personnel in addition to the 300 private sector jobs will be added to produce components of the next generation missile.

The Trident II D5 LE2 component production announcement further builds out the direct support for the readiness of America’s Warfighting Navy capabilities on Florida’s Space Coast.

The Trident II Strategic Weapons System D5 missile will continue the nation’s sea-based strategic deterrence.

Under this contract modification, Lockheed Martin will design the upgraded missile, carried aboard COLUMBIA-class ballistic missile submarines, to ensure the strategic weapon system remains credible through 2084.

“The second life extension of the Trident D5 missile will enable the United States and the United Kingdom, through the Polaris Sales Agreement, to maintain credibility deterring evolving threats,” said Jerry Mamrol, vice president of Fleet Ballistic Missiles at Lockheed Martin. “We are proud to continue our critical partnership with the U.S. Navy to take deterrence into this new era.”

The D5 missile, built and upgraded by Lockheed Martin for the Navy, is the most advanced ballistic missile in the world and is currently aboard U.S. OHIO-class and U.K. VANGUARD-class submarines. This year, Lockheed Martin will mark 70 years of support to the Navy developing and sustaining the missiles that are the backbone for the nation’s sea-based deterrence through the company’s Fleet Ballistic Missiles program.

BREVARD COUNTY, FLORIDA – On the heels of the first inaugural flight of the fully operational Spaceship Neptune Excelsior, Space Perspective will welcome their support vessel MS Voyager, back to the Space Coast on Thursday, September 19 at 2 p.m. at the North Cargo Berth 8, Port Canaveral.

The first luxury space capsule to launch to over 100,000 feet, Space Perspective will host a Voyager and Neptune Welcome Party replete with firehoses shooting water, alongside the MS Voyager with the capsule on board. For the public, a good area to watch Voyager come in is around Fishlips restaurant at Port Canavaeral.

Spaceship Neptune ascended to an altitude of 101,000 feet, successfully demonstrating our ability to design and manufacture a luxurious spacecraft with the largest windows ever sent to space.

“The flight validated our thermal control systems, mission control, retrieval procedures, and more,” said Downey.

Space Perspective’s investment on the Space Coast is planned to total more than $38 million and spur the creation of approximately 240 full-time permanent jobs by the end of 2026, with an annual average wage of $80,000.

MS Voyager allows Space Perspective to launch and receive its spacecraft from marine-based sites anywhere around the world. The ship was acquired from Edison Chouest Offshore shipbuilders and will homeport out of Port Canaveral until it is fully outfitted for future launches.`

When it announced the Spaceship Neptune Space Balloon, Space Perspective planned on launching from the Kennedy Space Center in Brevard County. Now, Space Perspective has plans to launch from the open sea anywhere in the world.

In addition to providing space experiences across the globe, the ocean-going ship will also be able to move as needed to create ideal launch conditions.

The 272-foot vessel is powered by more than 8,000 horsepower and holds onboard generators that produce over 1 megawatt of electricity. Voyager’s incredibly precise mobility and dynamic positioning are made possible by two bow thrusters (one of which rotates a full 360 degrees) and two stern thrusters that rotate 360 degrees.

A Space Perspective spokesperson said upon splashdown of the Spaceship Neptune Space Balloon, a fleet of support boats will deploy to stabilize and retrieve the Neptune, which will be loaded back onto the Voyager via a custom-built A-Frame mechanism.

FLORIDA SPACE COAST HQ

The company is currently offering bookings to the edge of space out of its headquarters on Florida’s Space Coast.

Launching the Spaceship Neptune Space Balloon via MS Voyager gives Space Perspective flexibility that it says is needed to grow into a future market that Canaccord Genuity says could be worth $8 billion by 2030.

“We always imagined offering the opportunity to view the most incredible natural phenomena from space, including the Northern Lights, the boot of Italy, the sheer scale of the Nile Delta, and the deep blue seas around the Bahamas. Marine Spaceports like MS Voyager make this a reality,” said Poynter.

Space Perspective officials said the company has already sold more than 1,000 tickets at $125,000 each.

Now with the capacity to launch from marine-based sites around the world, in addition to launching from land on Florida’s Space Coast, Space Perspective has become the first global space travel experience company, offering safe and sustainable journeys to the edge of space from where Explorers live and play.

The name Voyager is an homage to the Voyager 1 Space Probe mission, which, on astronomer Carl Sagan’s request, took a photo of Earth from across the solar system on February 14, 1990.

That photo, now known iconically as the Pale Blue Dot, inspired Sagan’s book of the same name and his call for humans to “preserve and cherish the pale blue dot, the only home we’ve ever known” – words that reverberate through Space Perspective’s mission today.

Plans are underway to integrate the marine-based launches into marquee global events, and conversations are active with several potential destinations across the globe to offer Explorers an awe-inspiring view of some of the world’s most iconic geography.

Marine Spaceports create ideal launch conditions in two ways: by navigating to areas of good weather, which allows for year-round operations within a region, and by moving with the sea breeze, so there is virtually no wind across the deck.

This enables more frequent launch opportunities, as well as more options for the time of day, including sunrise and sunset nighttime stargazing flights for Explorers.

SMOOTH, GENTLE WATER LANDING

When it’s time to come back to Earth at the end of the journey in Spaceship Neptune’s pressurized capsule, a patent-pending splash-cone at its base provides a smooth and gentle water landing.

Fast boats from Fluid Watercraft will then arrive to stabilize the capsule, which will be lifted onto the Marine Spaceport by a custom-built A-frame provided by Supreme Integrated Technologies.

Communications throughout the operation – between land, sea, and capsule – will be provided by Silvus Technologies.

From early Apollo to SpaceX missions, water landings have been a safe and trusted way to return to Earth, and Space Perspective’s team includes former SpaceX and NASA launch and retrieval experts.
