EDITOR’S NOTE: What Is the Sheriff’s High Intensity Target (HIT) Program?

The HIT (High Intensity Target) program is an operational approach adopted by the Brevard County Sheriff’s Office to identify and aggressively target properties or addresses that generate a disproportionate share of law enforcement calls, complaints, or criminal activity. Under this program:
■ Houses or addresses which repeatedly generate service calls (for disturbance, drug activity, weapons, etc.) may be flagged for higher scrutiny.
■ The sheriff’s office may deploy surveillance, use search warrants, make arrests, and impose sanctions (such as condemnation or closure) against the property or occupants.
■ The public nature of such designations is sometimes used to deter further criminal behavior—residents or visitors to a flagged address may be warned publicly that they are “on notice.”

You might remember this place, though, because out front is where they put all the graffiti up, talking about how much they hated the Sheriffs and how they didn’t like me. Well, guess what, now they’ve got a reason not to like me because we’re going to tear their little playhouse down.

Before any of you soft-on-crime little crybabies start talking and saying, Oh, you can’t do that, it’s illegal: everything we’re doing is legal, and we’ve done it the right way, with the proper paperwork and everything else.

Folks, I wouldn’t let anybody live in this; it’s uninhabitable. It is festered with drugs and everything else. This place is not safe for anybody; it’s been condemned, and we are taking it out.

So, everybody, you see what happens when you sell drugs, have a flop house, a nuisance house, all of the above. Because once you make the list, we’re coming. This team right here, this is our unit, and we’re gonna, we’re gonna tear your little playhouse down.

So here’s the thing: if you don’t want your playhouse torn down, don’t break the law. Don’t do drugs, don’t be a nuisance house, don’t have prostitution, or all of those types of things. Don’t annoy your neighbors, because we’re not going to have it.

We are going to have peace in our neighborhoods, and if you don’t want to be on our social media site, don’t break the law in Brevard County.”

BREVARD COUNTY • VIERA, FLORIDA — The 40th Annual Space Coast State Fair, which is open through November 16 at Space Coast Daily Park in Viera, is Brevard County’s largest and most anticipated annual event.

The fair offers an unlimited-rides armband every day and night – pay just $25 (Mondays – Thursdays) or $30 (Fridays, Saturdays, and Sundays) and all rides and shows are included from open to close.

Individual ride tickets are also available. Children under 36 inches tall, veterans, and seniors aged 65 and over will receive free admission during the 18 fun-filled days.

Well known as Brevard’s most popular family event, the Space Coast State Fair is located in the heart of the county, offering convenient access from Interstate 95 and just a short drive from any point on the Space Coast.

Each year, thousands of visitors gather to enjoy entertainment, food, shopping, and a wide range of attractions.

Admission to the fair includes access to all shows on the grounds, with rides available separately with an unlimited-rides armband. Guests can purchase an armband for $25 from Monday through Thursday or $30 on Fridays, Saturdays, and Sundays, granting unlimited rides and show access from open to close.

Lucha libre is a form of professional wrestling that originated in Mexico and is characterized by masked wrestlers, aerial maneuvers, and a theatrical presentation that blends heroic and villainous characters in dramatic matches.

Spectators actively participate by cheering for the heroic técnicos and booing the villainous rudos. A key element of its tradition is the mask, which represents the luchador’s identity; losing one in a match is considered a severe and career-ending embarrassment.

All shows are included FREE with fair admission.

The Space Coast State Fair will be held from October 30 to November 16, at the Space Coast Daily Park located at 5775 Stadium Parkway in Viera.

Break Out the Jackets!

Tuesday was a blustery, chilly day with max temps about 20 degrees below normal. This produced record-low high temperatures across east central Florida, after record lows this morning. Temperatures will fall quickly Tuesday night with patchy to areas of frost developing north of Orlando late Tuesday night into early Wednesday.

Wednesday: Mostly sunny and pleasant, with a high around 73 °F (23 °C) and a low about 46 °F (8 °C). Tip: Perfect day for errands or a stroll—morning is chillier, but midday opens up nicely.

Thursday: Another pleasant day. Sunshine dominates, high near 75 °F (24 °C), low around 53 °F (12 °C). Tip: Light layers will be enough; you’ll likely find yourself comfortable in just a long-sleeve or light jacket.

Friday: Very similar to Thursday: plenty of sunshine, high around 76 °F (25 °C) and low near 61 °F (16 °C). Tip: A great day to get outside—maybe plan something outdoors if you’ve been waiting for nicer weather.

Saturday: Looks like another fine day: high near 78 °F (26 °C) and low around 60 °F (16 °C). Sunshine, warm air, and no major weather hazards. Tip: Ideal for outdoor hobbies, relaxed time by the water, or catching up on whatever you’ve got.

From the Classroom to the Football Field, Jim Lepper Inspired Generations
James “Jim” Drexel Lepper, beloved father, grandfather, and educator, passed away peacefully at his home in Palm Bay, Florida, on November 6, 2025, after a long illness. He was 84 years old. Jim was a lifelong resident of Brevard County and a proud graduate of Melbourne High School, Class of 1959. A standout athlete, he lettered in all four varsity sports, was voted Most Athletic, and was inducted into Mel-Hi’s Baseball Hall of Fame.

BREVARD COUNTY, FLORIDA – James “Jim” Drexel Lepper, beloved father, grandfather, and educator, passed away peacefully at his home in Palm Bay, Florida, on November 6, 2025, after a long illness. He was 84 years old.

Born on March 29, 1941, in Melbourne, Florida, Jim was a lifelong resident of Brevard County and a proud graduate of Melbourne High School, Class of 1959. A standout athlete, he lettered in all four varsity sports, was voted Most Athletic, and was inducted into Mel-Hi’s Baseball Hall of Fame.

Jim set track records that stood for more than two decades and earned MVP honors in both football and basketball.

After high school, Jim was drafted by the St. Louis Cardinals and received a football and baseball scholarship to the University of Florida, where he was voted All-SEC Freshman Quarterback before a knee injury ended his athletic career. He went on to graduate from UF in 1964—a lifelong Gator through and through.

Jim devoted more than 50 years to teaching American History in Brevard County.

His career included teaching at Southwest Junior High, Melbourne High School, Florida Air Academy, and Holy Trinity Episcopal Academy. He also served as a football coach at Melbourne Central Catholic, Florida Air Academy, and Melbourne High, where his passion for sports and mentorship left a lasting legacy on generations of students and athletes.

A man of great intellect and curiosity, Jim found joy in conversations about history, literature, and sports.

He loved poetry—especially the works of Carl Sandburg, Robert Frost, and Shakespeare—and enjoyed lively trivia matches and deep discussions with family and friends. His family fondly remembers his “high fives” with his twin great-granddaughters, Maeve and Finley; Gator talks with his son-in-law Doug; and history debates with his grandson Clay.

Jim is survived by his daughter, Robin Slentz (Doug); three grandchildren, James Slentz (Jamie), Sarah DeJong (Patric), and Clayton Slentz (Mikayla); and seven great-grandchildren—Grace, Brennan, Nolan, Nora, Cade, Maeve, and Finley. He was preceded in death by his beloved wife and high school sweetheart, Jacqueline, and his daughter, Kelly.

Jim will be remembered for his love of family, his sharp mind, his passion for teaching, and his fondness for the music of Kristofferson, Willie Nelson, and Johnny Cash.

A Funeral Mass will be held on Friday, November 14, at 9 a.m. at Our Lady of Lourdes Catholic Church in Melbourne, followed by interment at St. Joseph’s Cemetery on Miller Street in Palm Bay.

A “Celebration of Life” barbecue will follow on Sunday, November 16, at 1 p.m. at Kingery Pavilion, 3575 Hield Road, West Melbourne. All are welcome to attend.

In lieu of flowers, donations may be made to Melbourne Central Catholic High School in Jim’s memory.

BREVARD COUNTY • MERRITT ISLAND, FLORIDA – Under bright blue skies but record cold early November temperatures dipping into the 30s, traffic began flowing into the Brevard Veterans Memorial Center on Merritt Island early Tuesday morning for this year’s Veterans Day celebration.

Preparing to serve hundreds of chilly attendees, Health First Health Plans this year sponsored the annual Veterans Day celebration at the Brevard Veterans Memorial Center on Sykes Creek Blvd. – a stone’s throw from the ongoing construction of Health First’s new Cape Canaveral replacement hospital.

Health First Health Plans is incredibly honored to be here today as we support our veterans,” said Jaclyn Brown, Director of Commercial and Individual Sales with Health First Health Plans.

“Health First and Health First Health Plans is proud to count many of our associates as U.S. Veterans, and this especially meaningful event at the Brevard Veterans Memorial Center honors the bravery, sacrifice, and service of our veterans and their families. We are very grateful for the service and sacrifice they and their loved ones have extended to keep our country safe and free.”

While Health First and other community volunteers scrambled to set up breakfast service and the stage and activities began taking shape outdoors, the stories of duty and honor were already being shared inside the relative warmth of the Memorial Center.

“We’re here today to celebrate Veterans Day in the Brevard Veterans Memorial Center Plaza area, and we’re proud to have several groups here as we focus on the 250th anniversary of the United States. We have a parade of flags by the sea cadets from the very first American flag, the ‘Don’t tread on me’ flag, all the way through our history to the 50-star flag. We’ll also have a presentation of colors by the sons and daughters of the American Revolution in period attire. They’ll be the only ones warm today since it’s pretty chilly,” Brevard Veterans Memorial Vice President Donn Weaver explained.

“Veterans created this country. Veterans defended their country. Veterans put it back together after the Civil War, and veterans have positioned this country to defeat any enemy at any time. And, we have freedoms many other countries do not have. That is one of the things that make me the proudest to be an American,” Weaver continued.

This will be Weaver’s last event as vice president – he will transition to a new role overseeing operations of a new $8.2 million park and amphitheater on the Center’s property that is slated to open with a ribbon-cutting event in January.

Weaver explained that while there is a stark difference between Memorial Day and Veterans Day, it’s important that everyone – especially younger generations – take time to understand and honor the sacrifices of those who have dedicated their lives in service to our country.

“Veterans Day is a total celebration. Remembering ALL veterans what they’ve done for our country and how important they are. It’s just total celebration. By contrast, Memorial Day, in May, which is always the last Monday in May, we remember those who fell as a result of their service – those who didn’t come home, they couldn’t celebrate on Veterans Day, but will honor and remember them, and their gold star families that are left behind,” said Weaver.

“For myself, this is also a personal reflection. The first thing I always think about is my family. World War I—my grandfather; World War II—my father; and Korea. Then I switched gears to my sons. They’re both veterans. I think about how happy I am that this country honors veterans.”

Newly appointed vice president Don Pearsall shared reflections on his military service and the importance of honoring veterans.

Pearsall, who joined the U.S. Army in 1966 after high school, served as a helicopter pilot in Vietnam. Initially stationed in Europe supporting weather radar operations, he volunteered for combat duty seeking a greater purpose. “It was boring there,” he recalled. “I wanted to go where I could make a difference.”

In February 1968, during the Tet Offensive, Pearsall’s helicopter was shot down. Wounded and stranded overnight in dense jungle, he and his crew were rescued the next morning. After recovering, he returned to duty as a gunship pilot, providing air cover for troop missions.

Following his military service, Pearsall spent 32 years with AT&T before retiring in Florida, where he remains active in veterans’ causes. A Gold Star father, Pearsall lost his son during Operation Desert Storm in 1993. “Anything to do with veterans, I get involved in,” he said.

Reflecting on Veterans Day, Pearsall said it’s less about “free meals and more about gratitude.” “When someone thanks me for my service, I tell them, ‘Just be the kind of American worth fighting for.’”

He urged younger generations to understand the value of freedom: “Anyone who doubts what America’s about should spend time overseas. We’ve never seen war on our own soil. We need to appreciate what we have—and act like Americans together.”

BREVARD COUNTY • VIERA, FLORIDA — The 40th Annual Space Coast State Fair, which is open through November 16 at Space Coast Daily Park in Viera, is Brevard County’s largest and most anticipated annual event.

The fair offers an unlimited-rides armband every day and night – pay just $25 (Mondays – Thursdays) or $30 (Fridays, Saturdays, and Sundays) and all rides and shows are included from open to close.

Individual ride tickets are also available. Children under 36 inches tall, veterans, and seniors aged 65 and over will receive free admission during the 18 fun-filled days.

Well known as Brevard’s most popular family event, the Space Coast State Fair is located in the heart of the county, offering convenient access from Interstate 95 and just a short drive from any point on the Space Coast.

Each year, thousands of visitors gather to enjoy entertainment, food, shopping, and a wide range of attractions.

Admission to the fair includes access to all shows on the grounds, with rides available separately with an unlimited-rides armband. Guests can purchase an armband for $25 from Monday through Thursday or $30 on Fridays, Saturdays, and Sundays, granting unlimited rides and show access from open to close.

The 2025 fair promises to continue its tradition of bringing together local businesses, vendors, and families for a vibrant community celebration. Interested vendors are encouraged to apply early to secure a spot at this major annual event.

Lucha libre is a form of professional wrestling that originated in Mexico and is characterized by masked wrestlers, aerial maneuvers, and a theatrical presentation that blends heroic and villainous characters in dramatic matches.

Spectators actively participate by cheering for the heroic técnicos and booing the villainous rudos. A key element of its tradition is the mask, which represents the luchador’s identity; losing one in a match is considered a severe and career-ending embarrassment.

Anna Kepner, 18, was set to graduate from high school in May and then join the military.

MIAMI, FLORIDA – When the Carnival Horizon returned to Port Miami early Saturday morning, the ship’s return was marked by quiet urgency, as Federal agents were waiting on the dock.

Somewhere aboard that massive 135-ton Vista-class cruise ship operated by Carnival Cruise Line, 18-year-old Anna Kepner of Titusville had lost her life.

Just a week earlier, Anna had been an ordinary high school senior with extraordinary plans. A straight-A student at Temple Christian School, she had been preparing to graduate and enlist in the U.S. military. Friends called her “Anna Banana” — a nickname that stuck because it fit her sunny, magnetic personality.

“She had that type of energy that just drew you in,” her family told ABC News. “Her smile, her laugh — she just made everything feel lighter. She was the best child you could ever meet.”

Now, those closest to her are left with questions and heartbreak — waiting for answers from the FBI, which has opened a federal investigation into the young woman’s death.

The Carnival Horizon, a Panamanian-registered ship carrying nearly 4,000 passengers, was nearing the end of its six-night Western Caribbean voyage. The itinerary had included stops in Jamaica, Grand Cayman, and Cozumel — typical destinations for a week of sun and sea.

But something went wrong before the vessel could return to port. When the ship reached Port Miami on November 8, investigators were called aboard. Anna’s body was found under circumstances authorities have yet to disclose.

“The FBI has responded to the scene,” said spokesperson James Marshall. “Because this is an ongoing matter, no further information is available at this time.”

The teen’s remains were turned over to the Miami-Dade Medical Examiner’s Office, where an autopsy is expected to determine how she died.

Back home in Titusville, word spread quickly through the tight-knit halls of Temple Christian.

“Anna, I will deeply miss you,” wrote youth pastor Rich Brunner in a Facebook post. “You were a bright, kind-hearted young woman whose presence brought warmth and energy into the classroom.”

Teachers described her as a leader — disciplined, dependable, and already talking about boot camp and college credits. To her classmates, she was simply the one who always noticed when someone looked down and cracked a joke to make them smile.

“She was the kind of person who made you feel seen,” said one friend. “Even if you’d just met her.”

Deaths aboard cruise ships are not unheard of, but the FBI’s involvement signals the case is being taken seriously. Under federal law, the agency has jurisdiction over suspicious or unexplained deaths involving U.S. citizens on foreign-flagged vessels that dock at American ports.

Carnival Cruise Line confirmed the tragedy in a brief statement:

“The death of a guest traveling on the Carnival Horizon voyage that returned to Port Miami on Saturday morning, November 8, is being investigated by the FBI. Our focus is on supporting the family of our guest.”

No details have been released about what led to Anna’s death — whether it was medical, accidental, or something darker. Investigators are reviewing shipboard security footage, passenger statements, and medical logs to piece together what happened in those final hours before the ship reached Miami.

BREVARD COUNTY • COCOA BEACH, FLORIDA — On Saturday, Nov. 15, at 1 p.m., the familiar scent of salt air and sunscreen will mingle with excitement as one of the Space Coast’s most celebrated athletes, Olympic gold medalist Caroline Marks, returns home to greet fans at Ron Jon Surf Shop.

At just 23, Marks has already carved her name into surfing history — from the mellow breaks of Melbourne Beach to the thunderous barrels of Teahupoʻo, Tahiti.

This weekend, she’s coming back to where it all began.

The meet-and-greet at Ron Jon will give fans the chance to meet the world champion, snag a free poster, and enter a special prize giveaway. The line will begin forming at noon, and event organizers anticipate a big turnout of locals, visitors, and young surfers eager to meet their hometown hero.

Caroline Marks’ story begins in Boca Raton, where she was born on February 14, 2002, before her family settled in Melbourne Beach.

The youngest of six siblings, she learned to surf alongside her brothers near the family’s dock, and it quickly became clear she had a special connection with the ocean.

By age 11, she was dominating amateur competitions across the country. At just 15, she became the youngest surfer ever to qualify for the World Surf League (WSL) Championship Tour, earning the 2018 Rookie of the Year title and finishing seventh overall in her debut season.

Over the next several years, Marks cemented her place among the sport’s elite — claiming her first WSL event win in 2019, finishing as the world runner-up twice, and ultimately securing the 2023 Women’s World Surf League Championship.

Then came the crowning achievement: an Olympic gold medal at the 2024 Paris Games, where the surfing competition took place at Teahupoʻo, Tahiti. Her powerful backhand and fearless approach to the reef break earned her a dominant victory, solidifying her legacy as one of the greatest young surfers in the world.

The Space Coast Hall of Fame, which celebrates athletes and coaches who have made significant contributions to Brevard County sports, praised Marks for “shattering records and redefining what’s possible for young women in surfing.”

At the induction ceremony at the Cocoa Beach Country Club, Marks shared the stage with local legends from baseball, football, basketball, and motorsports. She was recognized not only for her competitive achievements but also for her sportsmanship and role in inspiring a new generation of female surfers.

“Caroline exemplifies the energy, confidence, and determination that define the Space Coast,” said Space Coast Daily President and Publisher Tom Palermo at the time. “She’s a world-class talent who never forgot where she came from.”

Beyond her accomplishments, Caroline Marks has become a role model for young athletes — especially girls — showing that competitive fire and humility can coexist.

“I never forget where I came from,” Marks said after winning Olympic gold. “The waves here taught me everything — balance, patience, and to never stop having fun.”

BREVARD COUNTY, FLORIDA – For the fourth straight year, Health First’s Viera Hospital has been named to Newsweek’s list of America’s Best-In-State Hospitals 2026.

The annual ranking recognizes the 800 leading hospitals across all 50 states and the District of Columbia, providing crucial insights into the nation’s top healthcare facilities. Only 27 hospitals in the state of Florida are included in this year’s “America’s Best-in-State Hospitals” list – and Viera is one of only 4 in the Central Florida region.  

The America’s Best-In-State Hospitals 2026 ranking was created to identify the top hospitals at the state level. Hospitals from all U.S. states were eligible for the ranking and included in the nationwide survey.

Four data sources were used this year for the evaluation: Hospital Quality Metrics, Hospital Reputation, Patient Experience, and a Statista PROMS (Patient-Reported Outcome Measures) Implementation Survey. As a result, the 800 hospitals that scored the highest across these criteria have been included on the list. 

“For the fourth straight year, this Newsweek recognition places Viera Hospital among the best in Florida – and this is a tremendous honor for all of our physicians, nurses, associates, and volunteers,” said MaryJo Allen, Chief Nursing Officer, Hospital Division and Interim Viera Hospital President.

The Newsweek Best-In-State ranking is one of many accolades for Viera Hospital this year: 

■ In April, Viera joined Cape Canaveral Hospital, which was named to the Newsweek Best U.S. Hospitals Lists for 2025.

■ Viera Hospital in August earned a “high performing specialty” distinction for hip replacement in this year’s U.S. News & World Report’s Best Hospitals ranking.

■ Also in August, Viera earned one of Florida’s only CMS 5-Star Ratings, while the hospital celebrated its one-year anniversary of its Birth Suites – welcoming more than 1,100 births in its first year.

■ Finally, Viera this summer joined Health First’s Holmes Regional Medical Center, Cape Canaveral Hospital and Palm Bay Hospital – earning prestigious American Heart Association Gold Seal Awards for stroke care.

In April, Health First announced that it is accelerating the development of two new freestanding emergency departments to help ensure residents continue to have reliable, 24/7 emergency care close to home.

Freestanding ERs deliver the same high-quality care found in hospital emergency departments, fully equipped and staffed around the clock by emergency physicians and trained care teams.

Located in growing areas across the county, they help reduce patients’ travel times and support faster treatment during critical moments. Health First is actively working and on track to construct its first facility—a 13,000-square-foot, 12-bed freestanding ER at 3300 S. Fiske Blvd., just north of Viera—to serve the Viera market and the Rockledge community. Groundbreaking is slated for early 2026. 

In September, the Health First Board of Directors authorized the development of a master plan for the future expansion of Viera Hospital, which opened in 2011 and is the newest of Health First’s four hospitals.

Once finalized, the plan is expected to guide the hospital’s next phase of growth — with the goal of doubling licensed capacity beds and enhancing access to emergency care, surgical specialties, cardiac care, orthopedics, and women’s health for the growing Central Brevard community.

This master plan ensures Health First can thoughtfully and responsibly prepare for our community’s healthcare needs and ensure Viera Hospital remains one of the nation’s best hospitals.

Over the next 18 months, Viera Hospital will continue to roll out a series of ambitious projects designed to expand access, reduce wait times, and deliver more specialized care – from maternity and cardiology – to gastrointestinal and surgical services.

■ Viera Hospital is moving forward with construction on the 5th floor to add at least 20 inpatient beds. Given the growth in Mother/Baby services, Health First will designate four of those beds to support that program – allowing Viera Hospital to continue meeting the needs of our community as well as the continued demand in women’s health.

■ Construction on the new inpatient unit is expected to be completed by spring 2026. Once open, the added capacity will help ease pressure on the emergency department, where patients have at times faced delays waiting for inpatient beds.

■ To further support maternal care, Viera Hospital has officially launched an OB Hospitalist Program this past July, providing 24/7 in-hospital physician coverage for obstetric emergencies — a significant upgrade in responsiveness and continuity of care. Viera Hospital has seen explosive growth in the Mother/Baby unit, which opened in August 2024 — greater than 30% more deliveries than experienced previously at Cape Canaveral Hospital. The program will allow Viera to triage every patient immediately, handle urgent needs on the spot, and focus on the quality and safety of the program — giving our community timely care they can rely on.

■ Viera Hospital is expanding its operating suite to meet increasing surgical demands. Viera currently has six operating rooms and is adding two more for a total of eight expected to be completed by December 2025.

■ Gastroenterology services have expanded with the opening of a newly built endoscopy suite this past July. The upgraded space features three procedure rooms and is designed to support both elective and inpatient GI care. The added GI space is essential to keeping up with the growing volume of both elective and inpatient procedures.

■ Cardiac care is also entering a new chapter at Viera with the introduction of advanced heart rhythm services — upgrading all equipment in September to offer electrophysiology procedures.

■ Enhanced imaging capabilities are also planned. A state-of-the-art CT scanner will be installed at the nearby Viera Medical Plaza by March 2026, expanding outpatient access while freeing up in-hospital imaging for emergency and inpatient needs.
